Combine soy sauce, water, brown sugar, ginger, and garlic in a large pot.

Bring to a boil, stirring to dissolve sugar.

Add chicken pieces, skin-side down, return to simmer.

Cover and cook for 20 minutes, then flip chicken.

Cook uncovered for another 20-25 minutes, basting occasionally.
Tip: Sauce should reduce and thicken slightly.

Garnish with green onions and serve over rice.
