    Simmer oxtail until very tender, about 2 hours.

    Steep annatto seeds in 1/2 cup water. Strain for color.

    Mix peanut butter, rice powder, and annatto water into broth.

    Add vegetables and simmer until tender.

    Serve with shrimp paste on the side.
